Emergency Communication

Following the adoption of the outline of an Emergency Communication strategy by the TGCCC at its October meeting, the CFA has recommended the EPA document "A Planning process for community engagement" as a model to review Terminals' Emergency Communication strategy. At the December meeting, Terminals' Managing Director George Horman agreed to conduct the review, working closely with the community and key agencies. In February 2008 Terminals hopes it will have identified a suitable facilitator. Meanwhile, Terminals will draft the Terms of Reference with the assistance of CFA.

While there is general agreement that a broad strategy for emergency communication will be needed to address potential incidents in the Corio area, whether from industry, the port or the bay, the committee supported Terminals' decision to only look at how incidents arising from their own operations would be communicated.

Nitrogen build-up in the Butadiene Sphere

The committee had extensive discussion on the level of nitrogen in the butadiene sphere.

As part of the road tankering operation, a small amount of nitrogen is used to purge the loading and unloading hoses. Whilst this nitrogen does not pose any increased safety or environmental risk it accumulates in the sphere necessitating the combustor to be used more frequently than scheduled.

Monitoring of the combustor exhaust has shown it is performing much better than planned and is well below the EPA licence limit. Terminals will continue to monitor the situation.

City of Greater Geelong Port Structure Plan

Although the City of Greater Geelong was not represented at the meeting, several members of the committee were able to advise that the City of Greater Geelong Port Structure Plan has now been adopted by Council to allow it to proceed to a Planning Scheme Amendment exhibition. The planning details have been harmonised with the requirements of the relevant government departments, and the use of an overlay over the chemicals precinct (with its attendant lessening of third party rights) has been abandoned.

Next meeting of the Committee

The next meeting of the Committee is on Monday 11 February 2008. It will be held at Corio Library, Cox Road, Norlane, at 6:00 for 6:30.
